Past strategy for development of the agriculture sector in India has focused primarily on raising agricultural output and improving food security. The net result has been a significant increase in per capita food production, which has made India not only food self-sufficient at aggregate level,
but also a net food exporting country. The strategy did not explicitly recognise the need to raise farmers’ income. The net result has been that farmers‘ income remained low, which is evident from the incidence of poverty among farm households.

It is apparent that income earned by a farmer from agriculture is crucial to address agrarian distress and promote farmers welfare. In this background, the goal set to double farmers’ income by 2022 is central to promote farmers welfare, reduce agrarian distress and bring parity between income of farmers and those working in non-agricultural professions. With this background, the conclave will have discourse on the role of agri inputs in doubling farmers’ income.

The following important questions need special attention:

What are the technological breakthroughs for shifting production frontiers and raising efficiency in use of inputs?

How the different dimensions of agri inputs (quality, affordability and availability) will address the farmer’s income issue?

What are the challenges and way forward on use of agri inputs ensuring sustainable development as well as higher income for the farmers?

Food processing is an important link between agriculture sector and the consumers. Importance of logistics and supply chain management is increasing at the global level especially in food processing industry.

The supply chain management in food processing focuses on a range of elements such as supply chain management as a separate functional area, use of information and Communication technology (ICT) and use of cold chain facilities.

Supply chain management is still in its infancy in food processing sector in India. There is considerable scope for improving supply chain management practices especially in the context of deriving value to food processing industry. With this background, the conclave will have discourse on effective supply chain management for deriving value to food processing industry

The following important questions need special attention:

What are the supply chain constraints faced by India’s food processing sector and the way forward to address them:

What are the various innovations in supply chain which can be adopted in India’s food processing sector?

What are the challenges and way forward on regulatory issues pertaining to food safety in the supply chain?

What are the challenges and way forward on supply chain sustainability which covers environmental, social and legal issues?

Over the years, different development policies and programmes have brought a significant change in the life and the livelihoods of people in rural India. However, the rural-urban divide in socio-economic conditions of people has been increasingly noticed. Interventions in rural contexts are still lacking innovation and collaboration. Adaptation of technology, improvement of skill matching to the need of the emerging market and cost-effectiveness in managing credit continue to be the grey areas in rural India. Managing development in this context links to multiple dimensions including education, health, environment, disasters, skill, livelihoods and finance. Moreover, rural professionals get further challenged with uncertainty and risk aversiveness.

The frontiers of sustainability in development especially in rural contexts have been challenged by the emerging complexities in the linkages among socio-economic, environmental and political dimensions of development. Moreover, it has been widely felt that development in rural contexts needs to be managed professionally with appropriate knowledge, attitude and skill. The professionals are expected to equip themselves to face the challenges in ensuring sustainability in frontiers of development.

The following important questions, in this context, need special attention:
1. What are the important frontiers of sustainable development, which needs to be focused?
2. How are innovation and collaboration challenged?

India is going through a slowdown in growth trajectory. The International rating agency has downgraded the country rating. The growth projections are slowing down in each quarter. The corporates are not investing; credit offtake is very low. There is high level of unemployment. Combined, all these are resulting in a slowing down of the consumption demand in the economy. Many economists and policy makers have opined that in a country of 1.3 billion population, where more than 65 per cent remain in the rural areas, direct cash transfers to the rural economy can boost the demand. Now coming to how do we provide more money in the hands of rural people. It can be through schemes like MGNREGA; more investment in rural areas in the form of roads, irrigation, rural godown; adequate financing agriculture and rural traders, and rural housing. India provides $200 billion agriculture credit every year to small and marginal farmers. However, it is much less in terms of term loans; major portion is crop loans. The crop loans are mostly ever greening of the existing loans and in real term much less additional loan is provided. The real credit flow to agriculture should be significantly increased. Govt/NABARD is planning to form 10,000 new FPOs, as announced in this year’s union budget. This will be a boosting factor in uptake of agricultural credit.

The following questions, in this context, need special attention:
1. What are the important operational link between sluggish growth of rural economy especially agriculture and finance?
2. What are the important challenges and way forward for financing innovation and technology adaptation in rural economy?
3. How can the value chain funding in agriculture be augmented, especially when farmers anchor it?
4. What are the important frontiers of financing rural sectors that need to be focused?

He vividly brought out the virtues of the demonetization and efforts taken by the Government of India for financial inclusion. He highlighted India’s achievements in terms of being a pioneer in launching Immediate Payment Service (IMPS), RuPay, Bharat Interface for Money (BHIM) and biometric based Aadhaar. He pointed out that many of these achievements are unique in the world as no other country has taken efforts of such magnitude and coverage. Dwelling on the recent initiatives on demonetization, he mentioned that Rupees 15 lakh crores have been deposited in the banks.

He was of the opinion that the increasing number of mobile phones particularly the smart and feature phones have the potential to facilitate the financial inclusion once the procedures are simplified. Listing out the government’s efforts towards sustaining and increasing the digital transactions, he stated that every digital financial transaction is included for selecting daily 15,000 winners of Rs.1,000 each for 100 days. Those who are undertaking digital payments through RuRay cards, UPI, AEPS and USSD between Rs 50 and Rs 3,000 will be eligible for awards. He informed that mega awards, in both the categories of consumers and merchants, will be declared on the occasion on the birth anniversary of Dr Bhimrao Ambedkar. Under this mega award, consumers can win prize worth Rs 1 crore.

With regard to challenges for increasing the digital transactions, he cited efforts towards paperless, friction less and inter-operable systems. He identified improving the digital literacy as an essential condition for achieving greater success in digital transactions. He suggested to the budding rural mangers to spread the knowledge about the benefits of digital transactions and also think of strengthening the enabling environment.

KSRM students accelerate project JYOTI at AKRSPI. The Government of India has proposed to promote skills and self employment through Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU – GKY). The scheme focuses on the rural poor youth with emphasis on sustainable employment and career progression. KSRM students documented this effort under the title “Go Getters” which is likely to accelerate the pace of implementation of the scheme and anticipated outcomes of sustainable employment. The students involved were Ankit Sukhwal and Rohit Wadgaonkar and they were mainly responsible for producing the document “Go Getters” under the umbrella of AKRSPI. The quality of documentation and presentation will surely motivate many more rural youth to get associated with this scheme.
